Product Manager, Cross Domain Information Sharing / Collaboration                                    February 2004 – Present

Epok, Inc., Bethesda, Maryland

·          Integrate the Epok’s ISE® system into prototype labs of Systems Integrators focused on Federal Government Programs: ODNI National Counterterrorism Center (NCTC) Railhead and Information Sharing Environment (ISE), FBI Investigator Portal (IP).

·          Provided strategic product direction and authored requirements and design documents in the areas of access control, policy definition, management, and evaluation, authorization methods, network security, and application integration. 

·          Authored Security Architecture White Paper describing SSL/TLS transport security mechanisms using X.509 certificates, user authentication methods, and the SAML 2.0 based ISE® Authorization Process. 

·          Evaluated and proposed methods to integrate third party applications with the ISE system based on customer requirements.  Third party systems included SharePoint, MediaWiki, Adobe LiveCycle, Documentum IRM, Netegrity SiteMinder.

·          Authored technical architecture document for Federated Policy Management (FPM) solution to securely share Web Services across administrative domains.  Developed an in-depth knowledge of XACML, SPML, and WS* standards by evaluating their use in the FPM solution. 

·          Authored feature requirements and high level design documents for a Wireless Partner Gateway to allow cellular / PCS provider to manage third party service providers and to protect subscriber information.

·          Evaluated existing Dispatch and Group Call or Push-To-Talk (PTT) solutions for possible use by emergency services personnel with emphasis on Third Generation Partnership Project (3GPP/3GPP2) IP Multimedia Subsystem (IMS) solution based on SIP.

·          Proposed Intelligent Network based methods to implement priority access in GSM and CDMA networks for end-to-end service and developed cost models for the proposed solutions.

·          Identified points of congestion in current priority access solutions and proposed ways to mitigate this congestion.

·          Wrote feature requirements and high level design documents for the Virtual Switch Controller using MGCP, SIP, ITU-T H.323, and Extended ISUP (E-ISUP) protocols.

·          Wrote technical specifications for CALEA implementation and presented details to the FBI.

·          Wrote detailed requirements and verified implementation of the following features in the Alcatel S12 MSC: WIN Prepaid, Enhanced Emergency Services Phase II, Location Based Services, Number Portability Phase I/II, Calling Name Presentation and Restriction, IS-725 Over the Air Activation, CDMA Intersystem Hard Handoff.

·          Tracked evolution of IS-634/CDG IOS A-interface standards and drafted plans for incorporation into future product releases.

·          Drafted message flow diagrams and interface specifications for the Call Agent using MGCP, SIP, Best Current Practice for Telephony Interworking (SIP BCP-T), CDG IOS V4, and the CDMA2000 third generation air interface.

·          Authored requirements specifications and developed software architecture for Call Agent that structured software into subsystems defining the functionality of each.

·          Designed broadband ground network for interconnection of satellite gateways and identified interfaces/protocols required to interconnect with backbone network providers.

·          Analyzed and wrote requirements for IS-41/GSM gateway HLR   Recommended methods to “authenticate” mobiles on systems that do not support IS-41C authentication.

·          Developed operations procedures for Gateway operators and conducted training sessions for Gateway operators on these procedures.

·          Developed performance measurement program for the IRIDIUM system to monitor and evaluate the performance of the network.

·          Analyzed the impacts of and proposed methods for integrating a Wireless Local Loop system with the existing network operations systems of this Local Exchange Carrier.

·          Lead technical negotiations with Qualcomm and prepared detailed requirements for the implementation of the IS-634 A-Interface to support CDMA systems.

·          Wrote detailed requirements for an IS-41 C compliant external HLR interface. Negotiated requirements, implementation details and testing opportunities with external HLR vendors.

·          Monitored ANSI/TIA TR45.2 WIN standards (IS-771) and wrote contributions to align standard with current Alcatel implementations which conform to ITU/ETSI standards.

·          Drafted detailed requirements and verified implementation of the following features in the Alcatel S12 MSC: ISDN User Part, Interim Over the Air Activation using Mobile Terminated SMS, Mobile Originated SMS, and IS-136/TSB-74 Intersystem Hyperband Handoff.

·          Analyzed potential use of spectrum transferred to the FCC for public use and reviewed other FCC proceedings to identify new business opportunities.

·          Wrote competitive analysis of wireless enterprise network systems to establish product focus and direction.

·          Wrote specification for object-oriented wireless network management system developed to support all PCS technologies.  System was based on the Telecommunications Management Network (TMN) framework developed by the International Telecommunications Union (ITU) and conformed to the T1M1.5 generic Common Management Information Service Element (CMISE) model.

·          Researched various domestic and international wireless and PCS technologies to ensure their operational requirements were addressed (PACS, DECT, PHS, GSM, CDMA).

·          Worked with team to develop Element Management Layer (EML) to Network Management Layer (NML) interface using Common Management Information Protocol (CMIP) and File Transfer, Access, and Management (FTAM) protocol.
